The scientific journal «Morfologicheskie vedomosti - Morphological Newsletter» was founded in 1993. Journal is a scientific, research and information quarterly periodical of Russian professional community of scientists and specialists - of Scientific Medical Society of Anatomists, Histologists and Embryologists (SMSAHE)

   In the journal publishes scientific articles on problems of anatomy, anthropology, histology, embryology, experimental morphology, information about of scientific events, official materials of SMSAHE. Journal is registered by Federal Service for Supervision of Communications, Information Technologies and Mass Communications of Russian Federation

Peer Review Process

The editors of journal in their work, including the process of reviewing of articles, consistently guided by the main principles of the policy of the International Committee of Medical Journal Editors (International Committee Medical Journals Editors - ICMJE):
- priority of authorship, 
- mandatory declaration of potential conflicts of interest, 
- confidentiality, 
- timeliness, 
- collegiality and respect for human rights and freedom of scientific creativity 
and asks authors and reviewers strictly observe these principles.
 
1. All articles which were sent to the editors without fail is reviewed and in case a positive review after reviewing is published in both journal forms (in printing and electronic form). In accordance with the rules for authors, the article can be published only in the printing form. Reviewer is selected by the editorial board and approved by the chief editor.
 
2. The journal «Morfologicheskie vedomosti - Morphological Newsletter» is used single-blind peer review. Author or authors of the Article are unaware of who reviewed their paper, but reviewers usually are aware of the authors’ identity. In case of dispute or multiple re-reviewing of the article, editors may use a double-blind peer-review type. Also, the post-publication peer review is a traditional approach adopted in many anatomical journals and editors strongly encouraged such reviews. Independent reviewers evaluate a manuscript after it has been published and the journal has published this review in the special section (topic).
 
3. In process of the reviewing of the article the reviewer must estimate on the whole: the compliance of the article to topics of the journal; the scientific novelty and the significance of the results, the compliance of the rules of preparation of articles and the validity of results; the correct use of the results of other authors; the correctness of references; the quality of presentation and design of study. 
 
4. The reviewer must specifically evaluate the compliance of terms and names according to international instruments and requirements; the adequacy and efficient use of statistical techniques and analysis; the compliance of ethical rules in the study of human, special ethical rules for the use of laboratory animals, wild and domestic animals; compliance with ethical rules by use of any postmortem anatomical objects regardless of their origin source and availability of the relevant permits and approvals for the using of this objects and materials;  the accuracy of the description of objects and methods of research.
 
5. The reviewer has right to ask of the editors any documents and necessary explanations for reviewing of articles. In conclusion, the reviewer must indicate one of the following recommendations: the ability to publish in the journal (as is or after appropriate revisions according to the reviewers' comments), or unreasonableness of publication.
 
6. The terms of reviewing the manuscript should not exceed 1 month since its reception by the reviewer.
 
7. The final decision on publication or rejection of the article, as well as the order of placing it in the journal is accepted by the editorial board. In case the opinion of the editorial board and the reviewer does not match, then the article is sent for re-review.
 
8. The editorial board sends a copy of the review of the article to the authors (without the name of the reviewer). Also, reviews of all articles which received by editors of the Journal, both published and unpublished, are stored in the office of edition and upon the first request is available for Ministry of Education and Science of Russia and Higher Attestation Commission of Russia.
 
9. The Article, which was sent to the authors for revision must be returned in the amended form, together with its original version as soon as possible with the appropriate letter containing answers to all comments and with the explaining of all changes which was made in the article. The author is solely responsible for the scientific content of the article and the accuracy of the data given in the references. 
 
10. The editors reserve the right to check the content of the article, by appropriate means for plagiarism and the right to edit of articles.

Open Access Policy

"Morphology newsletter" («Morfologicheskie vedomosti»)  is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Publishing Ethics

The Publication Ethics and Publication Malpractice Statement of the journal «Morfologicheskie vedomosti - Morphological Newsletter» are based on the Committee on Publication Ethics (COPE) Code of Conduct guidelines available at www.publicationethics.org,  and requirements for peer-reviewed journals, elaborated by the "Elsevier" Publishing House (in accordance with international ethical rules of scientific publications)

1. Introduction

1.1. The publication in a peer reviewed learned journal, serves many purposes outside of simple communication. It is a building block in the development of a coherent and respected network of knowledge. For all these reasons and more it is important to lay down standards of expected ethical behavior by all parties involved in the act of publishing: the author, the journal editor, the peer reviewer, the publisher and the society for society-owned or sponsored journal: «Morfologicheskie vedomosti - Morphological Newsletter».

1.2. Publisher has a supporting, investing and nurturing role in the scholarly communication process but is also ultimately responsible for ensuring that best practice is followed in its publications.

1.3. Publisher takes its duties of guardianship over the scholarly record extremely seriously. Our journal programs record «the minutes of science» and we recognize our responsibilities as the keeper of those «minutes» in all our policies not least the ethical guidelines that we have here adopted.

2. Duties of Editors

2.1. Publication decision – The Editor of a learned «Morfologicheskie vedomosti - Morphological Newsletter» is solely and independently responsible for deciding which of the articles submitted to the journal should be published, often working on conjunction with the relevant society (for society-owned or sponsored journals). The validation of the work in question and its importance to researchers and readers must always underwrite such decisions. The Editor may be guided by the policies of the «Morfologicheskie vedomosti - Morphological Newsletter»  journal’s editorial board and constrained by such legal requirements as shall then be in force regarding libel, copyright infringement and plagiarism. The editor may confer with other editors or reviewers (or society officers) in making this decision.

2.2. Fair play – An editor should evaluate manuscripts for their intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the authors.

2.3. Confidentiality – The editor and any editorial staff of «Morfologicheskie vedomosti - Morphological Newsletter» must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, potential reviewers, other editorial advisers, and the publisher, as appropriate.

2.4. Disclosure and Conflicts of interest
   2.4.1. Unpublished materials disclosed in a submitted manuscript must not be used in an editor’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

   2.4.2. Editors should recuse themselves (i.e. should ask a co-editor, associate editor or other member of the editorial board instead to review and consider) from considering manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or (possibly) institutions connected to the papers.


2.5. Vigilance over published record – An editor presented with convincing evidence that the substance or conclusions of a published paper are erroneous should coordinate with the publisher (and/or society) to promote the prompt publication of a correction, retraction, expression of concern, or other note, as may be relevant.


2.6. Involvement and cooperation in investigations – An editor should take reasonably responsive measures when ethical complaints have been presented concerning a submitted manuscript or published paper, in conjunction with the publisher (or society). Such measures will generally include contacting the author of the manuscript or paper and giving due consideration of the respective complaint or claims made, but may also include further communications to the relevant institutions and research bodies.


3. Duties of Reviewers

3.1. Contribution to Editorial Decisions – Peer review assists the editor in making editorial decisions and through the editorial communications with the author may also assist the author in improving the paper. Peer review is an essential component of formal scholarly communication, and lies at the heart of the scientific method. Publisher shares the view of many that all scholars who wish to contribute to publications have an obligation to do a fair share of reviewing.


3.2. Promptness – Any selected referee who feels unqualified to review the research reported in a manuscript or knows that its prompt review will be impossible should notify the editor of "«Morfologicheskie vedomosti - Morphological Newsletter» and excuse himself from the review process.


3.3. Confidentiality – Any manuscripts received for review must be treated as confidential documents. They must not be shown to or discussed with others except as authorised by the editor.


3.4. Standard and objectivity – Reviews should be conducted objectively. Personal criticism of the author is inappropriate. Referees should express their views clearly with supporting arguments.


3.5. Acknowledgement of Sources – Reviewers should identify relevant published work that has not been cited by the authors. Any statement that an observation, derivation, or argument had been previously reported should be accompanied by the relevant citation. A reviewer should also call to the editor’s attention any substantial similarity or overlap between the manuscript under consideration and any other published paper of which they have personal knowledge.


3.6. Disclosure and Conflict of Interest

   3.6.1. Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

   3.6.2. Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.


4. Duties of Authors

4.1. Reporting standards

   4.1.1. Authors of reports of original research should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.

   4.1.2. Review and professional publication articles should also be accurate and objective, and editorial 'opinion’ works should be clearly identified as such.


4.2. Data Access and Retention – Authors may be asked to provide the raw data in connection with a paper for editorial review, and should be prepared to provide public access to such data (consistent with the ALPSP-STM Statement on Data and Databases), if practicable, and should in any event be prepared to retain such data for a reasonable time after publication.


4.3. Originality and Plagiarism

   4.3.1. The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others, this has been appropriately cited or quoted.

   4.3.2. Plagiarism takes many forms, from ‘passing off’ another’s paper as the author’s own paper, to copying or paraphrasing substantial parts of another’s paper (without attribution), to claiming results from research conducted by others. Plagiarism in all its forms constitutes unethical publishing behavior and is unacceptable.


4.4. Multiple, Redundant or Concurrent Publication

   4.4.1. An author should not in general publish manuscripts describing essentially the same research in more than one journal of primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behavior and is unacceptable.

   4.4.2. In general, an author should not submit for consideration in another journal a previously published paper.

4.4.3. Publication of some kinds of articles (clinical guidelines, translations) in more than one journal is sometimes justifiable, provided certain conditions are met. The authors and editors of the journals concerned must agree to the secondary publication, which must reflect the same data and interpretation of the primary document. The primary reference must be cited in the secondary publication. Further detail on acceptable forms of secondary publication can be found at www.icmje.org.


4.5. Acknowledgement of Sources – Proper acknowledgment of the work of others must always be given. Authors should cite publications that have been influential in determining the nature of the reported work. Information obtained privately, as in conversation, correspondence, or discussion with third parties, must not be used or reported without explicit, written permission from the source. Information obtained in the course of confidential services, such as refereeing manuscripts or grant applications, must not be used without the explicit written permission of the author of the work involved in these services.


4.6. Authorship of the Paper

   4.6.1. Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. Where there are others who have participated in certain substantive aspects of the research project, they should be acknowledged or listed as contributors.

   4.6.2. The corresponding author should ensure that all appropriate co-authors and no inappropriate co-authors are included on the paper, and that all co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.


4.7. Hazards and Human or Animal Subjects

   4.7.1. If the work involves chemicals, procedures or equipment that have any unusual hazards inherent in their use, the author must clearly identify these in the manuscript.

   4.7.2. If the work involves the use of animal or human subjects, the author should ensure that the manuscript contains a statement that all procedures were performed in compliance with relevant laws and institutional guidelines and that the appropriate institutional committee(s) have approved them. Authors should include a statement in the manuscript that informed consent was obtained for experimentation with human subjects. The privacy rights of human subjects must always be observed.


4.8. Disclosure and Conflicts of Interest

   4.8.1. All authors should disclose in their manuscript any financial or other substantive conflict of interest that might be construed to influence the results or interpretation of their manuscript. All sources of financial support for the project should be disclosed.

   4.8.2. Examples of potential conflicts of interest which should be disclosed include employment, consultancies, stock ownership, honoraria, paid expert testimony, patent applications/registrations, and grants or other funding. Potential conflicts of interest should be disclosed at the earliest possible stage.


4.9. Fundamental errors in published works – When an author discovers a significant error or inaccuracy in a published work, it is the author’s obligation to promptly notify the editor of «Morfologicheskie vedomosti - Morphological Newsletter» journal and cooperate with Publisher to retract or correct the paper, If the editor or the publisher learn from a third party that a published work contains a significant error, it is the obligation of the author to promptly retract or correct the paper.


5. Duties of the Publisher (and if relevant, Society)

5.1. Publisher should adopt policies and procedures that support editors, reviewers and authors of «Morfologicheskie vedomosti - Morphological Newsletter»  in performing their ethical duties under these ethics guidelines. The publisher should ensure that the potential for advertising or reprint revenue has no impact or influence on editorial decisions.


5.2. The publisher should support «Morfologicheskie vedomosti - Morphological Newsletter» journal editors in the review of complaints raised concerning ethical issues and help communications with other journals and/or publishers where this is useful to editors.


5.3. Publisher should develop codes of practice and inculcate industry standards for best practice on ethical matters, errors and retractions.


5.4. Publisher should provide specialized legal review and counsel if necessary.

Author fees

1. The publication without the payment

1.1. The journal without the payment publishes articles of graduate students of all forms of learning, which are only the authors of the manuscript, and which the only are studying the human anatomy, pathology, anthropology, cell biology, cytology, histology, and morphology of animals.

1.2. If a graduate student is a co-author of the article, which was sent on a general basis and in the information about authors as the details is indicated that one or more authors are graduate students, by the receipt of documents the Editorial Board, in any case, must be sure that they were exempt from payment, while the rest of the co-authors does not have to them any claims regarding payment. For the Editorial Board the confirmation of this is an indication of the absence of conflicts of interest at the end of the manuscript.


1.3. If among the authors as a co-author are a post-graduate student(s), and they listed in the information about authors, in any way in the article must be obligatory specify about the absence of conflicts of interest.


1.4. The journal also publishes without payment review articles and materials, which were ordered to the author by the official letter on behalf of the Editorial Board of the journal, analytical materials (reviews, comments), materials for commemorative events, anniversaries, obituaries, and other communications submitted by the founders of the journal or by the Publishers, regulations and to educational programs of disciplines and the interests of professionals who are members of the professional community - the journal founders.

 

2. The payment for the publication

2.1. The journal is published on the self-supporting and a paid basis and is a self-supported periodical. The financing of the printing of the journal in terms of technical training of its manufacture and of printing costs carried out by the Publisher. Payment by authors is a necessary measure for the partial reimbursement of these costs, including editorial expenses.


2.2. The publication cost of one page of the article text – 25$ in rubles equivalent.


2.3. The cost of the publication of the text of one page for the subscribers of the journal, which was confirmed by the invoice about of the respective annual subscription – 10$ in rubles equivalent.


2.4. The cost of the publication of a full-color illustration, not larger than 1 standard page – 10$ in rubles equivalent.


2.5. The cost of the publication of a black-and-white contrast illustration, not larger than 1 standard page – 2$ in rubles equivalent.

 

3. The payment for additional editorial services

3.1. The editorial board, if necessary, provides additional services of the technical preparation, the proof-reading and the editing of the manuscript.


3.2. The cost of the proofreading and the editing of the title of the article on English and Russian languages, create a resume on English and Russian languages, with taking into account the requirements of the journal and to ensure their maximum compliance with the content of the article - 40$ in rubles equivalent per one manuscript.


3.3. The proofreading and the editing only of the text of the manuscript on the Russian language, the volume of no more than 5 typewritten pages - 150$ in rubles equivalent.


3.4. The translating of the article on the English language to the Russian language the volume no more than 3500 printed signs - 210$ in rubles equivalent. 

 

4. Rules of the payment for the publication of articles and (or) additional services

4.3. All of the above rules and rates apply only to manuscripts on the English or the Russian languages of foreign states authors, besides authors from CIS.

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Plagiarism detection

«Morfologicheskie vedomosti - Morphological Newsletter» use multilanguage plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in «Morfologicheskie vedomosti - Morphological Newsletter», authors may make their submissions available as preprints on personal or public websites.


As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in «Morfologicheskie vedomosti - Morphological Newsletter» we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.


Glossary (by SHERPA)


Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.
 

Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

 

Subscription

The subscription and the obtaining of the scientific journal
«Morfologicheskie vedomosti - Morphological Newsletter»
 
1. Rules of the subscription on the journal
 
1.1. The subscription on an annual or semi-annual set of full-color printing issue of the journal «Morphological Newsletter» on glossy paper in the semi-solid cover is carried out  according to the Catalogue of the agency AKC .
 

1.2. The journal’s subscription index e83223.
 

1.3. Subscribe to the journal can be for the one year (4 issues), for the first half of the current year (2 issues), or for the second half of the current year (2 issues).
 

1.4. The subscription is carried out not later than 20 December of the current year (for the one year or for the first half of the year) and not later than 20 June of the current year for the second half of the current year.
 

1.5. The cost of an annual subscription, excluding the postage service amounts, for 2021 year is 1800 rubles, the semi-annual subscription is 900 rubles.
 

1.6. After subscribing in any way necessary the mandatory notification of the Editorial Boards with a postal card or a simple letter in any form with details of the subscriber (name and second name), of the subscription period, of the number of copies and of the exact address for the mailing of the journal. Otherwise the timely getting of the journal cannot be guaranteed.

2. Rules for the receiving of the single copy or multiple copies of the journal
 
2.1. Single copies of full-color printing issues of the journal on glossy paper in the semi-solid cover are only available since 2010.
 

2.2. The receipt of the single copy or multiple copies of the journal since 2010 to the current period should be paid 400 rubles for one instance (300 rubles is cost of one copy of the journal and 100 rubles for the postage sending of the simple letter weighing up to 500 grams).
 

2.3. The payment should be made to the following account:

2.6. The delivery time - up to 14 days.
 
3. Rules for the receiving of the copy of the single article or copies of few articles of the journal
 
3.1. Certain articles of the journal are available from the issues of the journal since 1993 to the present.
 

3.2. Deadline depends on the year of publishing of the journal (no more than 30 days).
 

3.3. To obtain a paper copy of the article, you should first pay of its production and shipment (see below points 1.4-1.5) by the requisites which specified in paragraph 1.2 with the notification of the editorial board about the information which specified in paragraph 1.3, and by the requisites, which specified in paragraph 1.4 in the previous section (see above).
 

3.4. The copying a separate article or articles of the journal produced exclusively in shades of gray (black-and-white copies).
 

3.5. The copying of the cover and the table of contents of the journal with the text of the article (s) are made on a standard paper of A4 format with the payment of 500 rubles for 1 page. The resolution (graphics quality) of illustrations is 300 dpi.
 

3.6. Copies are sent by regular mail with payment of 50 rubles (postage costs for sending a simple letter weighing up to 100 grams, about 20 sheets of A4 size and cost of the envelope).
